台湾の台北で生まれたラオ医師は、カナダのバンクーバーで高校教育を受け、その後米国に移り、名高いジョンズ・ホプキンス大学に入学しました。そこで、生物医学工学とコンピューター サイエンスの二重専攻を修了しました。彼はジョンズ・ホプキンス大学で医学博士号を取得しました。
そこから、ラオ医師はウィスコンシン医科大学で形成外科および再建外科の 6 年間の統合レジデンシー トレーニングを修了しました。彼はその後、ニューヨークのシェレル J. アストン博士の下で最も難関とされている美容外科フェローシップを完了しました。 その後、ラオ医師は台北の長庚記念病院の形成外科部門の主治医に就任しました。 のちにマンハッタンに戻り、そこでクリニックを開業しました。
